Modifications to CE Marked Recreational Craft

PCA – Post-Construction Assessment

ENAVE operates as a  Notified Body  for the Post-Construction Assessment (PCA) procedure  , an essential regulatory step to ensure the conformity of recreational vessels that undergo substantial modifications or are imported from non-EU markets.

According to Directive 2013/53/EC, when a vessel is modified or imported, the owner, i.e., the person placing it on the market or putting it into service, assumes the role of “manufacturer.” In these cases, it is necessary to verify that the vessel complies with safety requirements as if it were a new construction, leading to the issuance of a  new CE Certificate .

When is PCA required?

The post-construction assessment procedure is mainly applied in two critical scenarios:

Significant Modifications to  Units  Already CE Marked

It is mandatory to initiate a PCA if the vessel undergoes changes in the main technical parameters that affect safety and original compliance, including:
  • Dimensional changes:  Changes to the length or width of the hull.
  • Propulsion:  Increase in installed power or change in engine type.
  • Stability and Weight:  Changes in maximum person capacity, maximum load, or changes that alter the center of gravity.
  • Navigation limitations:  Request to move to a higher design category (e.g. from C to B).

Import from non-EU countries

To regulate the entry into European territory of vessels manufactured outside the EU (e.g., USA, Asia), safety requirements must be verified through a PCA before commissioning. This applies to:
  • Private importers:  Purchase of units from non-European markets that do not carry the CE marking at source.
  • Units modified before import:  Where the importer makes changes that affect compliance with the requirements of the Directive.
  • Re-branding:  When a party releases a unit under its own name or brand.

Evaluation procedures

As a Notified Body, ENAVE manages the entire verification process:

  1. Document Analysis:  Acquisition and verification of all technical documentation available for the unit (drawings, engine data sheets, manuals).
  2. Technical Assessments:  Conducting physical inspections and direct tests (stability tests, structural checks, handling tests) to demonstrate compliance with the essential requirements of Directive 2013/53/EC.
  3. Certification Release:  Issuance of the new post-construction conformity report, an essential document for the unit’s new  CE marking  .
